This message can occur because:

Right-click the Sage 50 Accounts shortcut and click Run as administrator.
If this resolved the issue, you must speak with your local IT support to change your Windows access rights.
NOTE: If you’re using Excel 2013 change the 'Office16' to Office15.If the issue persists after registering excel.exe, first uninstall and reinstall Microsoft Office. Then completely uninstall Sage 50 Accounts and reinstall it.
For further assistance reinstalling Microsoft Office, refer to your local IT administrator.
