| | Universal social charge (USC) - Manual calculations |
| Description | An important payroll skill is learning how to perform manual calculations, particularly for Universal Social Charge (USC). This knowledge helps you confidently explain USC deductions to employees. The following sections explain how to perform manual calculations of USC. |
| Resolution | ▼Normal tax status Normal USC is calculated on a cumulative basis. We use year to date values to calculate USC rather than period values. Example - A monthly paid employee is receiving a gross wage of €5,000.00 this pay period
- You’re paying the employee on your payroll for the first time in January
- The employee RPN has the default USC rates and thresholds specified
Manual calculation of USC USC rates and thresholds for individual employees can vary depending on their circumstances. It’s important you get the correct values before attempting a manual calculation. Get these from a current RPN file or by reviewing the employee's payslip. The default USC rates and thresholds for the 2026 tax year for a monthly pay period are as follows: - 0.5% on the first €1,001.00
- 2% on the next €1,390.67 (earnings between €1,001.01 and €2,391.67)
- 3% on the next €3,445.33 (earnings between €2,391.68 and €5,837.00)
- 8% on all earnings over €5,837.00
Based on these rates and thresholds, the following USC amounts would be due this period. Gross Pay To Date = €5,000 | USC Rate | Calculation | Total | | 0.5% | €1,001 x 0.5% | €5.01 | | 2% | €1390.67 x 2% | €27.81 | | 3% | (€5,000 - €2,391.67) x 3% | €78.25 | | 8% | Nil | €0.00 | Total USC due this period = €5.01 + €27.81 + €78.25 = €111.07 Total USC already paid to date = Nil Total USC due this period = €111.07 Apply the calculation above to check the USC deductions at any point in the tax year for a Normal Tax Status. For mid-year calculations, ensure you multiply the relevant monthly thresholds. Include Gross pay to date in the calculation. For example – in Month 6 the thresholds would be those shown above multiplied by 6: - 0.5% on the first €6,006.00
- 2% on the next €8,344.00 (earnings between €6,006.01 and €14,350.00)
- 3% on the next €20,672.00 (earnings between €14,350.01 and €35,022.00)
- 8% on all earnings over €35,022.00
The Calculation Once you've identified the pay period values to date, the calculations are as follows: Gross Pay To Date = €30,000 | USC Rate | Calculation | Total | | 0.5% | €6,006 x 0.5% | €30.30 | | 2% | €8,344.00 × 2% | €166.88 | | 3% | (€30,000.00 − €14,350.00) × 3% | €469.50 | | 8% | Nil | €0.00 | Total USC due to date = €30.03 + €166.88 + €469.50 = €666.41 Total USC already paid to date = €555.35 Total USC due this period = €666.41 − €555.35 = €111.06 ▼Emergency USC Emergency USC is non-cumulative and calculated on a period-by-period basis. Calculations only use payments subject to USC, paid in the current period. We don't include pay that accumulates from the beginning of the tax year in the calculation. Example - A weekly paid employee is receiving a gross wage of €500.00 this pay period
- This is the second week that you’re paying the employee on your payroll
Manual calculation of emergency USC Based on the rules of emergency USC, the employee must pay USC on all income they receive this pay period at 8%. 500.00 × 8% = €40.00 ▼Week 1 USC Week 1 USC is non-cumulative and calculates on a period-by-period basis. Calculations only use payments subject to USC, paid in the current period. We don't include pay that accumulates from the beginning of the tax year in the calculation. Example A monthly-paid employee is receiving a gross wage of €6,000.00 this pay period. Revenue has advised that the following USC thresholds and rates should apply to this employee: | % Rate | Yearly Cut-off Point | | 0.5% | Up to €12,012.00 | | 2% | From €12,012.01 to €28,700.00 | | 3% | From €28,700.01 to €70,044.00 | | 8% | Over €70,044.00 | Before you start calculating week 1 USC You need to know what the employee’s yearly threshold values are for the current period. As this pay frequency is monthly, you must divide the yearly threshold value by 12. See the table below for more information about how to do this. | | 0.5% | 2% | 3% | 8% | | Yearly threshold | 12,012.00 | 28,700.00 | 70,044.00 | Any pay over 70,044.01 | | | 12,012.00 / 12 | 28,700.00 / 12 | 70,044.00 / 12 | Any pay over 70,044.01 | | Monthly threshold | 1001.00 | 2391.67 | 5837.00 | 5837.00 | Manual Calculation We know how much the employee is earning this period and what USC thresholds and rates apply. We perform the calculation as follows: | Gross pay this period: | €6000.00 | | | 0.5% monthly threshold: | €1,001.00 × 0.5% | €5.01 | | 2% monthly threshold: | €1,390.67 × 2% | €27.81 | | 3% monthly threshold: | €3,445.33 × 3% | €103.36 | | 8% monthly threshold: | (€6,000.00 − €5,837.00) × 8% | €13.04 | | Total USC paid this period | | €149.22 | |
